Fran serves as market leader for Forvis Mazars in Richmond, Virginia, and was appointed to the firm’s Governing Board in 2022. She leads Forvis Mazars’ International Tax team of approximately 40 professionals across the country and has more than 25 years of experience in public accounting, including with an international firm. Fran has expertise in international and U.S. domestic taxation, as well as tax research and project management. She serves public and non-public U.S. multinational and foreign-owned U.S. clients. 

She specializes in international tax consulting services, including assistance with various treaty matters, e.g., permanent establishment, limitation on benefits, and withholding taxes; information reporting; income tax compliance and planning; ASC 740 accounting for income tax, including ASC 740-10-25 (FIN48) and ASC 740-30-25-17 (APB 23) and internal controls; offshore cash repatriation; acquisition structuring; and foreign tax monetization. 

Fran is the co-chair of Forvis Mazars’ Executive Inclusion Council and is a member of the American Institute of CPAs and Virginia Society of Certified Public Accountants. She also serves her community through her membership in the National Association of Black Accountants and Alpha Kappa Alpha Sorority, Incorporated®, and is a board member of Partnership for the Future. 

She is a graduate of Virginia Commonwealth University, Richmond, with a B.S. degree in accounting and an M.Tax. degree.
