90-Day Pause on Tariffs, Except for China

President Trump signs executive order delaying reciprocal tariffs.

On April 10, 2025, President Trump issued an executive order providing a 90-day pause, until July 9, 2025, on the individualized reciprocal tariffs imposed by executive order issued April 2, 2025. Rather, the affected countries will be subject to a 10% tariff, which for some countries provides a much lower rate than originally imposed.

However, the relief does not apply to China. Additionally, effective April 10, 2025, President Trump has raised the tariffs imposed on China to 125% under this new executive order. This appears to be in addition to the 20% tariff in effect under a separate executive order issued March 3, 2025.

Furthermore, the executive order provides an update to the de minimis treatment (duty-free importation of articles up to $800) that is specifically disallowed to China. De minimis articles from China are subject to an increased 120% ad valorem duty and $100 duty per postal item containing goods applicable May 2, 2025 (increasing to $200 per item after June 1, 2025).1
